| 概要 | This paper critically examines the institutional and organizational challenges of technology transfer offices (TTOs) within Japan’s university-industry collaboration framework, challenging the assumption that a universal solution exists. While previous studies have emphasized the role of intermediary organizations in mitigating institutional conflict and improving efficiency, this study argues that without proper authority and legitimacy, TTOs struggle to function effectively. Using data envelopment analysis (DEA), we identified universities with high efficiency and productivity in technology transfer activities. However, the results reveal that many institutions face ongoing challenges, including shortages of human resources and difficulties in transferring skills among staff. |
