概要 Bullying is endemic in schools throughout the world. There are many reasons why children bully each other. Among the most common targets of bullies in a collectivist society like Japan, where value is placed on conforming to the group norm, is the child who is noticeably different from the majority. With increases in size of the foreign workforce and in number of international marriages, the number of children who have a different ethnic, cultural and linguistic heritage from their Japanese peers is increasing. These children are natural targets for bullies. This article examines the current situation based on evidence presented at a forum in September 2007 and collected by the newly inaugurated network "Ijime Zero". The author makes recommendations on educational approaches and materials that could be adopted in order to increase understanding and tolerance of racial difference and reduce the tendency to target non-Japanese students for bullying.
